What is the Wassenaar agreement?

The Wassenaar agreement on export control of conventional arms and dual-use goods and technologies, an agreement on export control of cutting-edge technologies and equipment to restrict and suppress the scientific and technological development of non member states, especially China, is dominated and controlled by the United States.

The Wassenaar agreement is also known as the Wassenaar Arrangement mechanism. With the disintegration of the former Soviet Union in 1991, the "Paris Coordinating Committee" (hereinafter referred to as "Batumi") was officially dissolved on April 1, 1994. After the end of the cold war, under the manipulation of the United States, in July 1996, 33 countries dominated by western countries (including Japan, the European Union and Canada, and the European Union has expanded to more than 33 countries) signed the Wassenaar Arrangement, and decided to implement the new control list and information exchange rules from November 1, 1996.

Like Batumi, Waxie also contains two control lists: one is the list of dual-use goods and technologies, covering nine categories: advanced materials, material processing, electronic devices, computers, telecommunications and information security, sensing and lasers, navigation and avionics, ships and maritime equipment, propulsion systems, etc; The other is the list of military products, covering 22 categories of weapons, ammunition, equipment and combat platforms.

The import and export of high-end RF and microwave measuring instruments are controlled by Wassenaar agreement. For the specific control list, see the commercial control list (CCL) issued by the U.S. Department of Commerce.  
 The following contents are the regulations on the control of some high-end RF and microwave measuring instruments selected from the list. Instruments that meet the following conditions must apply for an export license.

  • Carrier frequency 37 to 90GHz, bandwidth over 2.2GHz

Signal source frequency agility

  • The carrier frequency is 4.8 to 31.8ghz, the bandwidth exceeds 2.2GHz, and the frequency switching time is less than 100 μ s

  • The carrier frequency is 31.8 to 37ghz, the bandwidth exceeds 550MHz, and the frequency switching time is less than 500 μ s

  • The carrier frequency is 37 to 90GHz, the bandwidth is more than 2.2GHz, and the frequency switching time is less than 100 μ s

  • Carrier frequency 3.2ghz < f ≤ 90GHz, offset frequency 10 Hz ≤ f ≤ 10 kHz, SSB phase noise better than - (126 20 log10 F - 20log10f)
  • Carrier frequency 3.2ghz < f ≤ 90GHz, offset frequency 10 kHz < f ≤ 100 kHz, SSB phase noise better than - (206) ̵ 20log10f)

  • The output power at any frequency exceeds 20dbm

The frequency covers 31.8 to 37ghz, and the resolution bandwidth RBW > 40MHz

The frequency covers 43.5 ~ 90GHz and displays the average noise level DANL < - 150dbm / Hz

The real-time bandwidth exceeds 170mhz, and the 100% interception time is no more than 15 minutes μ s. Or the 100% interception time of FMT triggered by frequency template shall not be greater than 15 minutes μ s

Harmonic mixer

Used for frequency expansion of signal source or signal analyzer, exceeding 90GHz

The working frequency index of the frequency expansion module of the signal source (including the signal source in the network analyzer) shall not exceed 90GHz, but it can work over the range above 90GHz, and the output power exceeds - 70dBm

It is used for signal source frequency expansion, with frequency of 43.5 to 90GHz and output power of more than 20dbm at any frequency

For network analyzer frequency expansion, more than 110ghz

It is used for frequency expansion of network analyzer, with frequency of 43.5 to 90GHz and output power of more than 15dBm

It is used for frequency expansion of network analyzer, with frequency of 90 to 110ghz and output power of more than 0dbm

It is used to test the frequency expansion of the receiver, exceeding 110ghz
