In order to implement the instructions of General Secretary Xi Jinping regarding the large-scale application of Beidou, promote the deep application of Beidou in key strategic industries, facilitate the high-quality, reliable, and advanced development of important industries such as energy, and coordinate with central enterprises to strengthen the safety production defense line and safeguard national energy security. On August 10, 2023, Zhongbing Beidou Application Research Institute Co., Ltd. (referred to as "Beidou Institute") and China Petroleum Xinjiang Oilfield Branch (referred to as "Xinjiang Oilfield") held a technology exchange conference on Beidou's empowerment for intelligent management in the oil industry in Karamay City, Xinjiang. Wang Linsheng, Deputy Secretary of the Party Committee and General Manager of Xinjiang Oilfield, presided over the meeting, while Wang Xingliang, Deputy Secretary of the Party Committee and General Manager of Beidou Institute, attended the meeting and delivered a speech.

Wang Linsheng stated that the development of the Xinjiang Oilfield has entered the fast lane and requires the assistance of Beidou to ensure its success. He hopes to establish a long-term cooperation mechanism between the two parties, encompassing top-level design, systematic planning, and comprehensive technological collaboration in various application scenarios. The goal is to create a new benchmark for Beidou applications in the energy industry, and to promote a shift from a demonstration application cooperation model to a deeper level of collaboration. By joining forces and pursuing mutual benefits, both parties aim to drive innovative development of Beidou in the petroleum and petrochemical fields, and accelerate the transformation and upgrading of the energy industry. Wang Xingliang, representing the Beidou Institute as a key player in the promotion of Beidou industry applications, emphasized the institute's role as the overall designer and leading unit for the development of the Beidou industry within the China National Defense Industry Corporation. The institute focuses on the development framework of "one network, three centers, four platforms, one support, and one chain," integrating advantages in defense resources, and establishing a multi-level and multi-channel industrial development system. Their mission includes in-depth research and promotion of technological innovation, management innovation, and business model innovation for Beidou applications in strategic industries and key sectors as part of the national strategy. It is hoped that this meeting will serve as an opportunity to strengthen close cooperation between the two parties, leverage their respective strengths, collaborate in regional industrial synergy, actively build a highland for Beidou application industries, and foster shared development of industrial resources and achievements. During the meeting, the Beidou Institute and its affiliated units showcased their achievements in Beidou application technologies, such as the Beidou smart factory integrated solution. In-depth discussions were conducted on promoting technological innovation and driving smart innovation and efficiency enhancement in central enterprises. Following the meeting, the Beidou Institute also engaged in communication and on-site research with selected secondary companies of the Xinjiang Oilfield. Representatives from relevant departments and subsidiaries of the Xinjiang Oilfield, Karamay Petrochemical Corporation, China Petroleum Transportation Corporation, as well as the 205th Institute, 207th Institute, Innovation Institute, Huatai Opto-Electronics, North Navigation Control, and Qianxun Positioning, all under the China National Defense Industry Corporation, participated in the meeting.
